Depends, how big, how many, what thickness?
You could use a rebate plane, a hand held router, or a cnc router.
Why do you want to rebate anyway?

I use a router with the guide on. If you’re butting two panels together to go in a frame, rebate the panels as normal and then glue a strip onto the back of one, so that when they join it ends up like a tongue-and-groove join. It stops the panels bowing, especially on foamex.

I make up foamex signs the same way as perspex, if as Big G said going in a frame; hand held router with side guide, rebate, fish plate on back, hanging strips and locking bars, that way you won’t end up with gaping or bulging panels
