Rich, a trafic light has very simple shapes, so if we give it a bit of thought, it would not be hard to reproduce with cheap materials,
Starting from the bottom, its a tube,
scaled down, say 50mm waste pipe from B&Q
next bit is a box, dibond, or foamex stapled on a frame painted or flood coated black. A few hoods over the lights, again B&Q perhaps soil pipe or rigid PVC, cut to shape, a bit of vinyl for the lights, OK it will take a few hours, so for a one off, maybe not cheap to do if you add in the
labour, depends on how much your client is prepared to pay?

Use the box your vinyl comes in to make the holder and cut to shape the middle core of your vinyl roll to make the sticky out bit of the lights. Cover all in black vinyl with the exception of the lights. (?) Use a long core for the pole.

Depends on scale, the vinyl inner plastic roll ends might make good shrouds for the lights and I was thinking maybe disco lights could easily be adapted for a flashing effect.
