So I will answer your question… self adhesive vinyl can be printed with a solvent printer and a UV printer, with a solvent printer they have heater that relax the surface of the material so it helps the ink fuse to the surface of the media. A UV printer uses ink that doesn’t cure by the air and will lock together with the surface of the media when UV light passes over it.
The HP 70 appears to be a desktop printer, i have no idea about it’s heaters or the type of ink it uses but you will find that most of the printers that are designed for printing on vinyl can cost between £10K to £50K
