Get the shape, stick on top of the flag image, mask it, add a bevel.

Make the shape as a vector. Get the flag as jpeg and then place it inside container ( vector shape) . Edit contents til its in the right place.
Thats the way I would do it in Corel.

Did this in under 3 minutes – including sourcing a new flag.
All low res – just for a quickie…it’s just a rough.
Photoshop.
Import both images.
Use magic wand to select background of splash (adjust tolerance to suit).
Invert selection
CopyMove to ‘new flag’.
Paste
Delete (DEL)
You should be left with ‘dancing ants’
Change layer to ‘new flag’
Invert selection
Delete (DEL)Filters – apply bevel and adjust contrast.
Add shadow if desired.
With better images & by pumping up the resolution – it could be made super smooth.
A vector mask could also be used for a superior clipping mask by importing an EPS you’ve traced or drawn.

Ah, but did your 2 mins include finding a new flag!!!
Unfortunately, my Signlab isn’t that fancy.
…I just did it in PS as John was looking to do it in that.
