Help sourcing GPS jammer?

Is it just for the GPS or is the product using phone masts as a backup location fix?

Jammers are a bit naughty in the UK as frequently used by the thieving types that nick cars with trackers…however, GPS has issues getting a fix through a few layers of tinfoil….
