    Our local council is becoming more and more like East Germany’s "Stasi" in the days of the cold war.

    Their latest act of repression is to ask people to inform on their neighbours if they see a vehicles engine idling for more than 3 minutes. Snoopers are encouraged to phone a hot line or text the cars reg. no. to a special number. Presumably, Council henchmen will then dole out some rough justice to the perpetrator.


    West Lothian’s executive councillor for the environment, Robert De Bold said If you see a vehicle idling (approx 3 minutes or over), text the date, time, location and vehicle registration number to IDLE 60777. You can also leave this information or information on vehicles which are producing excessive exhaust smoke, in a telephone message on: 01845 451888.

    Given that in cold weather, I habitually start my vans engine up 10 minutes before setting off to work in the morning in order to defrost the van and enable me to drive safely, I can see I am in for the high jump 😕

    Yeah, who’s to say someone won’t falsely rat on their neighbor that they have a grudge against? Where’s the proof? Ridiculous anyway.

    Phill it’s against the law to leave you car running unattended even if it is on your own property so no doubt the Council are looking to cash in and award some fines because with this cold weather lots of people will be doing exactly the same as you do.

    They’re not talking about people that leave the engine running unattended – this applies if you are sitting in the vehicle with the engine running.

    As for legality – Where did the council obtain the right to issue some kind of penalty?

    it was and still is the case, I believe, not just East Germany, but West Germany. if you leave your engine running whilst stationary, you are just wasting money anyway.

    30 years ago a friendly german policeman made me turn off my engine because it had been running whilst in stationery (stationary)? traffic.
    and advised me if I did it again, I would face an on the spot fine.

    Ever since I turn off my engine, and it is not burning my hard earned.

    well no you dont, if you take simple measures to keep the windows clear, you can jump in and set off straightaway, that way saving yourself money on burning fuel, and your heater will get to temperature quicker than just leaving the engine to idle.
    We do waste fuel, but then again we pay over the odds for it in taxes.
    so, if we choose to waste it, that is our choice to burn money…
    we are all guilty of it, but maybe we should think about it a bit more, not for the environment, but to save ourselves money?

    I hate to see people sitting in their cars with engines running when not needed. Also, when they park and leave their headlights on. Thats illegal also, and darned annoying. 👿

    Or you could move to Australia probably Queensland definitely not Tasmania. Air con kicks in almost straight away, problem solved.

    The way I see it, it’s my public duty. I’m doing my bit for the economy and the environment.

    1/By running my engine needlessly I am pumping CO2 into the atmosphere which will help to warm up the planet and ease the global cooling we are experiencing. The recent weather is the worst for 20 years in Scotland (personally I blame all the windmills for extracting energy from the atmosphere).
    2/ Secondly – the taxes I pay in fuel are helping to keep the economy going.
    3/ If my local council fine me for my misdemeanor – my fine will help swell the council coffers and allow them to spend more on public services

    I deserve a medal me (puppy-eyes)

    I’m with you Graham – I’ve now texted the lord provosts chauffeur driven car number (it’s a personalised number and highly memorable). I suspect half of West Lothians residents might have already done the same :lol1: :lol1:

    yes Phil you do, and by paying your taxes you are helping the economy so thanks.
    Taxes are the same as fines, so best thing to do in the name of the economy, is to sit with your engine running and report yourself as often as you can

    And did you know our local crematorium has now been turned into a No Smoking Area?

    FACT…..

    Restarting an engine after 3 minutes will create more pollution than if you left it running……………

    Bit like the Swiss, cant even fart in public without getting slapped with a pollution fine :lol1:

    Yes it is a fact. that is not the issue though, it’s turning the engine Off After 3 minutes, not starting it every 3 😀

    Turbo diesels should be left running (idle) for up to 5 minutes (10 minutes for a HGV) after a long journey, to allow the turbos to cool down.

    Will the council pay for replacement engines when the turbos break due to inadequate cooling?

    Having lived in Germany puts the UK in focus. Never mind the 3 minutes, you have to switch off at level crossings when closed!!!! Rubbish must be sorted, I got a small fine for leaving a tin can in the wrong bin!!!! Its just a matter of time……………

    Surely it’s against the Geneva convention for the council to expect me to freeze my balls off sitting in a cold van when I could be running the engine with the heater on.

    I’m gonna take it to the court of human rights in Brussels :worry:

    I say its good…The guy across the street from me lets his engine run to warm it up on these cold mornings. This is at six in the morning, no consideration for anyone else the ignorant basta*d. Why can’t people just get in and drive away thats what I manage to do. It doe’s the engine no good at all to run it when its cold with no load. Also the noisy basta*ds that use ice scrapers. Just pour some water over the screen (just off of cold) and drive off. Why are some people so ignorant and oblivious to every one else.

    We occasionally get trucks park in the lay-by opposite our house and some of them do the ten minute start-up routine. In our case though, it’s usually 4.00am. 👿

    After reading Phills post, I see this in our local paper;

    TRUCKIES who park their rigs at home risk breaking proposed Logan City Council regulations just by starting their vehicles, industry insiders say.

    Greenbank truck driver Lyn Bennetts has slammed a new policy adopted on Tuesday, accusing the council of ignoring key issues raised during public meetings.

    The policy, expected to come into effect mid-next year, will include new rules designed to cut noise complaints about trucks.

    The proposal restricts the use of park lights and compression brakes, while truck engines must not run for more than five minutes, or 10 minutes for those with a trailer.

    But Mrs Bennetts said cutting the use of park lights would be dangerous at night, while the five-minute engine running cap was “ridiculous”.
    She said trucks with large compressors on their engines needed to run for up to 10 minutes to build up enough air to release their compression breaks.

    “It makes no difference whether you have a trailer on your vehicle or not,” she said.

    “To move these trucks we would have to automatically break the law.”

    Animals and City Standards Committee chairman Graham Able said however the new laws were “fair and reasonable”.

    He said the council had listened to concerns and slashed a proposed $900 licence application fee by $650, while a $120 renewal fee would be payable every three years rather than annually.

    Mrs Bennetts said truckies were preparing to boycott the fees, which she said punished those who obeyed the law.

    “Council can make their money by issuing penalty notices to those operators who do not abide by the criteria,”

    Typical politicians the world over… most wouldn’t know a hard days labor if it smacked them in the face, they know how to impose a new tax though. These truckies pay over $12,000 a year in vehicle registration fees already. I’ve know a guy that has a pretty impressive rig worth $2.2m. The council insist that his rig must be parked in an industrial street, but his insurance only covers him if it is parked at a nominated building or residence. Effectively, parking it in a street while its not working leaves it uninsured.
