    help please

i have printed a few banners on the mutoh rockhopper 64", they are bascially touch dry straight away but even if i leave them for 24hours after printing, i can still manage to scratch off the image by running a fingernail along it. I am using the Eco solvent Ultra inks from spandex ( C and M is now itl ink, which i have changed recently, problem was happening before and after change of ink), i am using flexisign production manager with ink at 260% max.
i am having this problem on banner and vinyl (ie touch dry but not scratch resistant)

sorry but the print will not be scratch resistant.
good for 3 to 5 years outside but can be damaged.
