Simon, don’t want to put you off but has the customer told you what he can buy these for himself? I had a guy produce a magazine/paper that goes out to Driving Instructors and there were companies selling these fully lettered for less than I could buy a roof sign, mind you that was a couple of years ago so maybe things have changed.
