Shell Scheme Hanging Rail

got a good one for you here….
I’ve some exhibitors wanting to show case there services at an exhibition..
The Exhibition is set up using shell schemes, these shell schemes are 1m wide by 24.0m high and are roughly 2inch thick.
The Shell Scheme panels come in a grey, and the exhibitors are not allowed to place pins or staples in to the face of the shell scheme panels.
Only Velcro
Now the exhibitors want to cover the grey panels with a black cloth type material to hide the grey. these will be hung from the top with large pegs to allow the material to drap down and cover the panel.
These exhibitors have graphic panels made up which are on 5mm foamex ranging in various sizes..
My idea is to make some hang rails which will hang from the top of the shell scheme…imagine a walking stick hanging from the top of a door, for instance.
These rails will allows us to place one side of the velcro to it and the other side of the velcro to the graphic panel…
Allowing the graphic to hang over the black material ….
Now my question is…
is there something out there that may do this already?
if not
can this be made from turned diabond or tsomething similar?
or any ideas asap would be great
if anyones lost reading all this…I dont blame you
