If you are talking about material to just play around with, just buy a few metres of something cheap. However, if you are looking to have a bit of stock I would suggest making a guess at what colours you might need most of and buy in a modest amount of each. I’ve never heard of a starter pack, as it were. Obvious inclusions should be a good amount of black and white, red and blue and perhaps 10 metres each of green, yellow etc. If you are unsure about which application tape to use, give Darren Kinsella at KPMF a ring. He gave me a couple of 6″ rolls of tape to try out at the sign show, and this may help you to decide which one you prefer before buying. When buying tape it seems economical to buy the minimum amount but a 1220 roll cut to 2 610s (ie 200 metres of tape) soon gets used up. I do have the advantage of having a vinyl supplier within driving distance of me so I don’t worry about keeping too much stock.

i dont think you will get a sample pack as such, most suppliers will offer a minimum of 5 metres of whatever width you need in vinyl. +delivery…
like g says.. just get various colours to have a play around with and make some samples etc.
most suppliers unless the stock holding depot will offer your vinyls next day delivery… on the other hand you are not that far from amari plastics in uddingston, they hold some colours in stock as well as app tape.
ide drive round and ask can you buy say green, yellow, red, blue black and white. maybe 5 of each and 10 black and white… if you want more just ask… app tape as had been said comes as a log, but many suppliers offer the log to be slit to whatever size you want. (log=48inch) dont buy to many small ones…
buying cheap vinyls isnt the way to go (just my advice) so if you can get a good brand and stick with it you have got off to a good start.
