Road signs have been decorated with picture frames in a south London borough by a mysterious ‘phantom framer’. The golden frames appeared on various signs alongside the River Thames, near a park and on a shopping parade in Teddington, Richmond-upon-Thames, earlier this month. A spokesman for Richmond Council denied suggestions that it was responsible for the stunt and said work was underway to remove the frames.

He said: "As beautiful as these frames looked across Richmond they had to be taken down as they are not in keeping with our corporate policy for street signs and logos. "Whoever is responsible has spent a considerable amount of time and money on these frames. They had been fitted perfectly at 13 locations across the borough. We have them stored safely at our sign shop ready for collection – should the owner want them back.” Parking restrictions, signs warning people to clean up dog mess and instructions to cyclists have all been enhanced with the chunky picture frames.

Many residents in the area have been sharing images of the signs on social media. Deborah Morris tweeted an image of a dog fouling sign with a gilt frame and wrote: “Someone has framed the dog poo sign on Cambridge Road. Is it a Banksy stunt?”

London 2012 Olympian Scott Overall wrote: “Got to love Teddington…No wonder the house prices are so expensive when the street signs look like this.”

Philippa Newis wrote: “They are lovely. Who can we thank for this little bit of inspiration.”

A Twitter account claiming to be the culprit behind the signs has since been set up named the @PhantonFramer. No clues have been given as to who is behind the account.
