Pavement sign base supplier?

Can anyone help a newbie please.

I have been surprised at the cost of pavement signs. Having spent the last 30 years in engineering, I am certain that they can be made more cheaply. The frame and sign material are not a problem but does any one know any suppliers of water/sand filled bases which the frame can fit into.
