What equipment are you planing to use to do this? Impact sell the up to date Health & Safety Sign Disc as well as vehicle outlines, there are other companies selling them but don’t know how good their discs are.
Not sure if you need to be registered to sell number plates in Ireland or not, if you are then you would need to register in order to not only sell them but to buy the blanks.
Software for making them tends to come bundled with the machines.

Don’t know if this helps at all, it’s not something I do myself.

hi aidan, and welcome to uksb,at the moment you dont need a licence but im sure our goverment will change that!! 😕 .its a market mostly controled by motor factors, but we do sell plates to sign customers that know we can do them, the other side to number plates is the boy racer market who are looking for something not legal!! which wont pass our NCT as for investing in software/machines to just make number plates i cant see how it would pay, also most dealers can do there own so that further narrows the market.john 🙂
