    Hi Peter.
Police Blue is a particular 3M have in their range of Diamond Grade reflective. if i was trying to get a match (close as poss) I would look straight down on it and compare with my pantone swatch. I think that is the only way, as you say yourself, it changes colour depending on the angle. The client just wants something similar.

    It’s just a mid blue isn’t it?

The 3M diamond grade blue I have is close-ish to 286 C but it is only a rough match, as Peter said it changes with the light, the lighter line of the diamond running through it also alters your perception of the shade as you get further away.
