    Hi Rachel,
Do you mean water transfers, these used to be popular many years ago
( before computer graphics ), they were screen printed transfers that were
soaked in water and then slid onto the work and allowed to dry ???

Called Waterslide decals , you can get paper that you use in an inkjet to print these , I just investigated this as I have a client that wanted a million temproray tattos (which is a similar process)
These are printed on a special paper and then a glue sheet is applied . For Tatoos , you need a medical grade glue and you cant used inks with various elements like mercury in em , for normal waterslide , you can obtain the papers and use your inkjet.
Do a google search for temporary tatoos decals or waterslide decals for paper suppliers etc.

I’m sure you could paint on any of them, afterall the laser toner of inkjet print only sit on the top – i’m sure paint would sit on the top too!
