    Hiya,
matt paint is a nightmare to get vinyl to stick to. You really need a smooth surface, and matt paint can have quite a powdery finish to it so the vinyl doesn’t have much to grab at. What year life is the vinyl?

Have you tried applying heat to it with a hair dryer (not a heat gun) after application?
Sometimes that helps but not always.

Paint comes in various grades and in different bases.

Oil (solvent) based paints like gloss / satin for wood & metal, or water based for a vinyl / acrylic / latex gloss or satin emulsion. For pure MATT finishes it is more common to use purely a powder base.

Vinyl will not really stick to a pure MATT finish for any length of time.

You can, as Jill suggests try warming it with a heat gun. It will help a little.

I always specify to clients that they MUST have a minimum of a satin finish before I’ll attempt temporary graphics on a painted wall.
