    Paul,
    The banners i make (printed full colour) i put in brass eyelets after i have sewn the hem all around, these are for outdoor use.
    If they are for indoor use (usually short term) i forget the brass eyelets & hem sewing & use the plastic clips which are in 2 halves, 1 half either side of material & when pulled tight with rope or bungee’s they hold tight.
    these plastic ones are not much good in strong winds. (experience)

    to answer your question, if your banner is for outside use & you put the brass eyelets through 1 thickness they will work themselves out at one edge in the wind & finally pop out altogether.

    quick reply….

    its like a pair of jeans mate, cut them to suit and it looks unfinished.
    they can tear inwards, due to no hem… so strength is lost…

    hems don’t “have” to be used but improve on the finish and strength.. indoor use? never bother with it. 😉
