    Robert.
    Its probably the blade offset.
Is the blade old? If so replace with a new one and set the offset to factory default for the blade.
The offset can be adjusted on most plotters, but for small letters, its probably best to just renew if the blade is worn. Also check to see if the blade is free to rotate in the holder.
If you to know more about offset, try a search off the boards its been covered in detail quite a lot.

I don’t suppose the Dingtec cutter has a tangential emulation, does it? I know Graphtecs do this and it works very well.

    Causes of this are usually:

    Blunt blade,
Holder bearings knackered or gummed up.
    Play in the ‘head’ assembly,
    Blade offsets being changed,
    Speed too high.

If it’s a recent fault – look at the blade & holder first.
