Hi Claire and welcome to the boards.
As always buy the best you can afford.
Plotter wise go for Graphtec or Roland. They make smaller plotters that you could probably get by with for t-shirt stuff.
As for software look at Illustrater, Corel as they’re more affordable and you can cut from these with a plug- in but I’m sure others with more knowledge of these two programmes will be able to help you better than I.

Don’t rule out Summa. I started with a used D60 about 3 years ago and still use it today. Summa’s support is second to none also.

Depends what sort of stickers you are looking to make, single colour using a flex vinyl or full colour which would involve printing.
Plotter & software would have to agree with others, if you are looking to set up a business then you would be best to buy the right equipment from the start even if that means you have to save a bit harder for a bit longer.

In terms of cutters any of the big names will be good – Roland, Graphtec, Summa, Mimaki I suppose are the main ones. I have Graphtec and Summa, both are very good and easy to use with Corel and I dare say Roland/Mimaki users will tell you the same. I would probably not suggest the Chinese cutters that seem to get mentioned on here often enough.

many wont agree here but a creation p cut is an inexpensive machine and will do the job fine if you want to keep the cost down!
