Yes, but with several VERY light dustings, allowed to dry then do a normal coat. If you put down too much the solvents will react and wrinkle the vinyl.
Above for cellulose based, water based pretty much non-reactive but not sure suitable.
If you want it smooth though as it will always be above the level, better to mask it with the vinyl, airbrush then clear coat.
I would leave any top coating a good few days, let the vinyl settle and the edges cure.
I get this a lot on machinery, but this isn’t the best time of year unless you have a nice warm w/shop.
