Marine ply is probably your best option, 19 or 25 mm depending on the overall size, if its just being painted. Make sure you buy proper stuff though, there are imitations about! and be prepared for a high price.

The 5mm eye bolts arn’t man enough,
    Corner brackets look ok though.

Are you putting a frame round it? if so its better to leave the bottom "open"
so water doesnt sit there and rot the wood

Crucial advice Peter, seen a sign the other day done by a competitor(less than a year ago)….he set it into a frame and sealed with silicone along the bottom. Didn’t matter…the sitting water has now peeled off the first few layers of what was supposed to be marine ply. 😀 and I know how much he got for it…a ransom 👿

Size of panel is about 600mm x 400mm

So how do I know I get good quality marine ply? There won’t be a frame, customer actually wanted just a piece of Dibond as they wanted a simple plain sign with just their name on it but now have to use wood so trying to keep it the same style and just a painted piece of Ply 🙄

    cheers guys
