You could use something like foam stick tape. that would allow for the uneven surface and does have a good bond. the wall would have to be washed in the area and brushed down. speed dry and warm the surface with a heat gun and apply the letters.
The letters should be light anyway but do come down to the bond.
I do not know how many you are talking about doing but another option is glueing some rods on the rear. just some thin plastic rod, glued to the letters. make a template, drill the wall and slide the letters with the rods on the back into the holes.
you could secure them by a little silicon squirted into the holes, which will secure to the rods within the holes.
this isn’t my sign, but you can see they have a sort of rod on the rear. these are obviously not flush to the wall because it appears to have a little spacer, but that’s easy enough done by removing the spacer and pushing the letter flush to the wall depending on the hole depth you drill.
