App tape lifting paint but vinyl not sticking
I have an odd one here. Apply vinyl to a wall painted at the end of Dec. Don’t know the paint could be a new wipe clean paint. Client doesn’t know either.
I have set the vinyl in place using low tack masking tape, hinges the middle and applied as normal. When removing the app tape, which is Metamark low tac the vinyl is lifting in places, you can nearly brush it off yet the app tape has removed the paint.
Any ideas?

Cheap paint. Paints not soaked into the wall properly.
Nothing you could do about that. We always advise our clients it is a risk.
I would heat over the vinyl just to make sure it got a proper bond, but if it was done a while back and it’s still there I don’t think it
Will make much difference now. -
Seems so the layer of paint is so thin it flakes off. You can even see where the old vinyl was underneath which they have either removed and not prepared properly or just painted over.
